Chinese robust economy contributes greatly to world economic growth

Chinanews, Beijing, Apr. 29 �C The United Nations (UN) recently issued
the "Economic and Social Survey of Asia and the Pacific for the year of
2007". It says that in 2006, Chinese economy grew at a rate of 10.7%,
which made China the largest contributor to world economy since 2000.
This year, Chinese economy is expected to grow by 9.9%. Despite this
slight slowdown, China will still play an important part in economic
growth in the Asia-Pacific region, the People's Daily Overseas Edition
reported.
Chinese economy has a great influence over world economy. If calculated
by purchasing power, China's economic growth accounts for one-third of
the world's total. Chinese economy has not only boosted world trade and
economic growth, it has also played an important part in reducing global
inflation, said an economist from the United Nations Economic and Social
Commission for Asia and the Pacific.
Since 1990, Chinese export volume has increased by nearly 700%. Among
them, export of toys accounts for 90% of the world��s total, and the
export of clothes and electronic products accounts for 50% and 16% of the
world��s total, respectively. From 2001 to 2005, as a result of cheap
Chinese export products, inflation rate was down by 0.28 percentage point
in the United States, 0.37 percentage point in the European Union, 0.70
percentage point in Singapore, and 0.65 point in Japan. In addition, as
China had bought many US treasury bonds, the interest rates for US
treasury bonds were able to keep at a relatively low level. From 2001 to
2005, the interest rates for the ten-year US Treasury Note were reduced
by 0.15 percentage point year on year.

Post-1980 generation active and vigorous

Chinanews, Beijing, Apr. 28 �C ��Some people criticize young people born
in the 1980s as ��a beat generation,�� but I don't think so. Many people
think that people of this generation only take pop stars, like Andy Lao
or Jay Chow as their idols. Yet a recent survey shows that many college
students born in the 1980s are heavily influenced by late Premier Zhou
Enlai and nearly 60% of students regard ��serving the public�� as their
highest personal pursuit.��
The statement was made by Wang Minzhong, deputy Party Secretary of the
Education Work Committee of Beijing Municipal Party Committee when he
attended the Contemporary College Students Moral Role Model Forum.
At this forum jointly held by the Education Work Committee of Beijing
Municipal Party Committee and the China Education Press, Wang said in a
firm tone that college students nowadays were ��an active and vigorous
generation.��
In another report, titled "Research Report on Beijing College Students
Social Ethics", which was also released at the forum, the data given also
confirm Wang's statement.
Nearly 70% of the college students in the report say that all the other
college students they get to know in their daily life not only have a
strong sense of patriotism, they actually have a very clear understanding
of how to turn such patriotism into real actions. 82.1% of the students
say that patriotism is manifested first and foremost in one's concern for
the destiny and future of the nation. Next, it is shown in one's love for
one's country, and one's determination to defend and build the country.
Thirdly, it is demonstrated in one's willingness to do well on one's job.
College students nowadays love their country very much. From previous
researches we can also see that when the country's national dignity is
being challenged, most college students will remain optimistic about the
future of the nation, said Song Dawo, deputy Party Secretary at the
School of Statistics of the Renmin University of China.

Employment to be biggest challenge in urbanization

Chinanews, Beijing, Apr. 19 �C The China City Mayors Association on
Tuesday issued the "China City Development Report" in Beijing. The report
says that since China has a large population, especially a large farming
population, urbanization will become a long process in China. The
ever-expanding of city population will put a great pressure on city
employment, which will become the biggest challenge to China during its
urbanization process.
Statistics show that by the end of 2006, urban population in China
reached 577 million and the urbanization ratio reached 43.9%, or 0.9
percentage point higher than 2005. Chinese urbanization ratio has been
growing by 1% every year and the fast urbanization process will continue
in the next 30 years.
By 2020, 300 million farmers in China will become city dwellers, which is
a part of the ��social campaign�� launched by the Chinese government. The
government should guide the urbanization process with careful plans.
Based on the Chinese national situation, the government should boost
urbanization process in various ways so that urbanization process can
move on in a healthy and orderly way.

A transsexual beauty:Liu Xiaojing

Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

Lenovo releases China's first security chip

Chinanews, Apr. 12 - After two years of research and development, Lenovo
released China's first security chip today. Named "Hengzhi," the
independently developed chip has been approved by the State Encryption
Administration.
The main value of this small chip is to provide powerful hardware-level
security protection for stand-alone computers. It has three major
characteristics. First, it can build its own immune system. When a PC
installed with the chip detect that its system has become incomplete due
to damage, the system will automatically recover lost data with the help
of software; ensuring that the PC never crashes. Second, the chip stores
a unique ID of the PC terminal, similar to a fingerprint. This can
prevent third parties from using the computer to make illegal
transactions in the name of the PC owner. Third, a cryptographic key is
stored inside the chip, rather than in written form on the hard disk.
This effectively defends against illegal decryption and attacks by
hackers. Moreover, encrypted data can only be reviewed on the original PC
after decryption, avoiding losses that result from the decryption of
confidential data.
"Hengzhi" also adds a hardware platform for system security, based on the
PC itself, in the existing PC framework. The chip launch means that
Lenovo no longer follows behind the Trusted Computing Group (TCG), but is
now one of the few producers in the world that can develop chips
independently.
It has been revealed that the "Hengzhi" chip will be installed on
Lenovo's PCs this year. Insiders believe that Lenovo can provide safe PCs
independently developed by Chinese not only to ordinary users, but also
to security-sensitive departments, such as governments, military and
scientific research institutions. At present, government departments take
up a PC market share of about 60% and the military accounts for around
10%.

SAIC delays purchasing MG Rover

The U.K.-based MG Rover Group failed to obtain a 100 million pound loan
from the U.K. government on April 7th. As the sole large car manufacturer
in the U.K., MG Rover and its Chinese counterpart Shanghai Automotive
Industry Corporation (SAIC) hardly convinced the British government of
their profitability. Thus, Patricia Hewitt, Secretary of State for Trade
and Industry, sent out a negotiation team to SAIC last Wednesday to save
the possible partnership between the two car makers. SAIC announced a
delay in purchasing the MG Rover Group.

Taiwan's forex reserves surpass 250b USD

Chinanews, Hong Kong, April 5 - Taiwan's "Central Bank" proclaimed on the
4th that foreign reserves for the region broke through the 250 billion US
dollar benchmark to reach 251.135 billion US dollars by the end of March,
4.507 billion more than February, and the biggest monthly growth since
last March. The "Central Bank" pointed out that a mass inflow of foreign
capital and earnings from the investment and utilization of the
preexisting reserves were the major forces behind the increase.
This mass inflow of foreign capital also contributed to the post-lunar
New Year appreciation of the New Taiwan Dollar. The "Central Bank" also
explained the cause of the increase of its foreign reserves in terms of
hot money for the first time.
Taiwan's foreign reserves rank third in the world, following those of
Japan and the Chinese mainland.

Work on new Olympic stadium begins

Mar. 30 - The curtain was raised on this year's massive construction
project in preparation for the Beijing Olympic Games Tuesday as workers
broke ground at the Wukesong Indoor Stadium in the west of the city.
Altogether, it is the fifth Olympic venue in Beijing on which
construction work has begun, following the National Stadium, the National
Swimming Centre, the Olympic Laoshan Velodrome and the Olympic Shooting
Range.
Located to the east of the Western Fourth Ring Road, the Wukesong Indoor
Stadium, which covers 63,000 square metres, will serve as the basketball
gymnasium.

Ma Kai: China's economy not a threat

Chinanews, Mar. 21 - Ma Kai, director of the National Development and
Reform Commission, indicated on the 20th that China would provide the
largest market for global economic development in the next 15 years.
He pointed out that the rapid development of China's economy has not only
brought prosperity and progress for itself, but has also brought more
opportunities to the whole world. He continued that it is unreasonable to
complain about hikes in China's commodity export, and seek trade
sanctions.
At the China Development Forum 2005, Ma said that China's economic growth
was conducive to the trade development of its neighboring countries. The
development of China's high-yield manufacturing industry enables its
neighbors to further utilize their own economic advantages. Moreover,
China's development also helps those countries to attract more foreign
capital and realize integrated production networks.
Meanwhile, the Chinese Government still encourages qualified enterprises
to make overseas investments and promote multi-form cooperation on the
basis of complementary advantages, mutual benefit and reciprocity as well
as common development.
Ma Kai believed that China's peace and development have brought many more
opportunities than obstacles to the world economy. Those opportunities
created by China's rapid development are a kind of subjective reality:
they only exist for those who fully understand and are good at seizing
them.

Jan-Feb investment in urban areas rose 24.5%

In Jan. and Feb. of this year, real asset investment in urban areas
reached 422.2 billion yuan, an increase of 24.5% year on year. According
to the National Bureau of Statistics' monthly report published on Mar.
16th, state-owned and state-held investment amounted to 214.7 billion
yuan, an increase of 4.5% year on year, and real estate development
investment reached 120 billion yuan, an increase of 27%.

Chinanews, March 15 - The latest statistics released by the Ministry of
Commerce on March 14th showed that 5,444 new companies with foreign
investment were approved during the first two months of 2005, a decline
of 9.02% year on year. Contracted foreign investment in China during this
period reached 20.052 billion US dollars and utilized foreign investment
reached .969 billion, increases of 6.15% and 8.21% year on year,
respectively.
By the end of February 2005, China has approved the establishment of
514,385 foreign-invested companies; contracted foreign investment has
reached 1,116.66 billion US dollars, while actual utilized foreign
investment has reached 570.069 billion US dollars.

Mar. 12th, 2005 was China's 27th Arbor Day. Latest statistics from the
National Forestation Commission show that since 1979, when the Standing
Committee of the National People's Congress passed a law marking the 12th
China's Arbor Day and calling upon every Chinese citizen above 11 years
old (excepting the aged, sick and disabled) to voluntarily plant 3 to 5
trees a year, nearly 9.4 billion people had planted 44.88 billion trees

54-kg "2000 years of Chinese Buddhism"

Policemen sent abroad for training

The Beijing Municipal Public Security Bureau disclosed at its press
conference on March 9th that it had sent 133 of its leading policemen to
the UK, Germany, Australia and Canada for middle and long-term foreign
language training and short-term special training. This training is
intended to help the Beijing police improve its security abilities in
anticipation of the 2008 Olympic Games and lay a foundation for the force
to become the world's elite. The police trainees are known as "capital
police returned from abroad."

Hong Kong's reserves reached 123.9 billion USD

Chinanews, Hong Kong, Mar. 7 - According to the Hong Kong Monetary
Authority, Hong Kong's official forex reserve assets totaled 123.9
billion USD at the end of February this year, compared to 124.7 billion
USD at the end of January.
Adding undelivered forward contracts, Hong Kong's forex reserve assets
remained at 123.9 billion USD for the most recent month, compared to
124.2 billion USD one month earlier.
Hong Kong ranks seventh in the world in terms of forex reserves,
following Japan, Mainland China, Taiwan, Korea, India and Russia. Hong
Kong's total forex assets are six times its circulating currency, and
accounts for 44% of the territory's money supply (M3).

BEIJING, March 7 - Governor Zhou Xiaochuan of the People's Bank of China,
or the country's central bank, revealed here Sunday that the planned
share-offerings and listings of state-owned Bank of China (BOC) and China
Construction Bank (CCB) are "not too far away".
The banks' stock market debuts should be decided by their boardof
directors and depend on whether there are "windows of opportunity" on the
capital market, he told a press conference during the annual session of
the National People's Congress (NPC).
The banks were also consulting overseas and domestic investmentbanks,
their financial advisers and accounting firms regarding thetiming, Zhou
added.
Both the BOC and CCB have completed financial reshuffle and need to
strengthen corporate governance and push on some internal reforms, he
said.
The BOC and CCB, considered as financially healthier banks among China's
Big Four that also include the Industrial and Commercial Bank of China
(ICBC) and Agricultural Bank of China (ABC), are leading the government's
latest, aggressive reform in the vital financial system.
They received a combined 45 billion US dollars in foreign exchange
reserves at the end of 2003 from the central government aiming to bolster
their balance sheets.
The bailout package has helped the BOC and CCB raise their capital
adequacy ratios (CARs), being a measure of their available capital in
proportion to their outstanding loans, to 8.62 and 11.95 percent,
respectively, by the end of 2004.
The BOC's and CCB's non-performing loan (NPL) ratios plunged to5.12 and
3.7 percent, respectively, by the end of last year, according to a report
delivered at the press conference.
The banks have both become joint-stock firms with a governance structure
featured by a shareholders' meeting, board of directors,board of
supervisors and senior management, which have all startedoperation.
The BOC has done away with all government ranks of its staff, urging its
230,000-strong employees to vie for new jobs in the bank.
A new company, the Central Huijin Investment Co., was inaugurated as
major shareholders of the two banks to supervise their restructuring. It
is managed by former department heads of the People's Bank of China with
a board comprising representativesfrom the State Administration of
Foreign Exchange, Ministry of Finance and the central bank.
On Monday, Zhou Xiaochuan also revealed reform of the other twobig state
banks -- the ICBC and ABC -- "will also advance in a similar direction".
"We should say that joint-stock reform of the ICBC and ABC willbe carried
forward on the back of progress and experience achievedon the BOC and
CCB."
He gave no details about whether the state would also inject hefty funds
into the ICBC and ABC. "Different banks will be given different
policies," he said.

BEIJING, Mar.1 - Non-fossil energy sources, including wind, solar power
and thermal power, will make up a bigger share of China's energy
resources under a new bill passed yesterday encouraging use of renewable
energy.
Members of the Standing Committee of the National People's Congress (NPC)
approved the Law on Renewable Sources, which upholds renewable energy as
a priority in China's energy strategy.
"The development and use of renewable energy has special importance
because China is a developing country with severe energy shortages,"
Standing Committee member Li Congjun said at a discussion on Saturday.
The new law, effective next year, provides a host of practices to ensure
that renewable energy can be produced, marketed and used.
It orders power grid operators to purchase "in full amounts" resources
from registered renewable energy producers within their domains. It also
encourages oil distribution companies to sell biological liquid fuel on
the sidelines.
According to the law, power grid operators should buy
renewable-source-generated power at directed prices calculated by the
government. The extra costs incurred by this will be shared throughout
the overall power network.
The law also offers financial incentives, such as a national fund to
foster renewable energy development, and discounted lending and tax
preferences for renewable energy projects.
"It requires huge inputs of money and talent to develop renewable energy,
especially at the budding stage, so the incentives from public coffers
are very necessary," said Chang Jingwen, a law researcher with the
Chinese Academy of Social Sciences in Beijing.
It usually takes three reviews before an act goes to a vote. But this one
was passed after the second round, with senior legislators acknowledging
the vital need to get the nation on a sustainable energy fast track amid
worries about the country's worsening pollution problems, chronic energy
shortages and increasing reliance on imported energy sources.
Official data show China's per capita possession of oil reserves is about
10 per cent compared to the world average.
Power is still unavailable in 20,000 or so remote villages housing about
30 million people.
About 60 per cent of China's 768 million rural residents still use open
fires to cook on or heat their homes, creating serious pollution and
health problems, while damaging vegetation.
The NPC Standing Committee also passed a fifth amendment to the criminal
law yesterday at its concluding session, altering rules on
credit-card-related offenses as well as adding a charge on damaging
military facilities.
The committee also issued a decision on expert testimony. It ruled that
expert testimony agencies should be transformed into independent civil
services, rather than subordinate to judicial departments as they are now.

BEIJING, Mar. 6 - Dollar-denominated assets in China's foreign exchange
reserves will not be sold just because the greenback's value is
declining, the country's foreign exchange chief said yesterday.
Guo Shuqing, director of the State Administration of Foreign Exchange,
also said the country will seek to narrow the surplus in international
payments to avoid the negative effects of a big surplus.
He was speaking on the sidelines of a meeting of the National Committee
of the Chinese People's Political Consultative Conference (CPPCC) of
which he is a member.

Mar. 3 - China is unveiling an ambitious 15-year plan to make Tibet one
of the world's leading tourist destinations.
The Tibet tourism development plan, covering 2005 to 2020, aims to
vigorously promote the "the roof of the world" to boost the local economy
and kick start the region's "urbanization", Xinhua news agency said.
According to the plan, Tibet will attract 2.48 million domestic and
foreign visitors by 2010, generating four billion yuan (483 million
dollars) in revenue, or 10 percent of its local economy.
By 2020, 10.17 million visitors are expected, with revenues soaring to
22.8 billion yuan, accounting for 18 percent of the local gross domestic
product.
Currently, Tibet attracts just over one million tourists a year, most of
them Chinese.
"Tibet will focus on developing inbound tourism and domestic tourism in
order to establish it as an important tourism center between China and
Asia as well as a world famous high plateau tourism destination," said
Xinhua.

HK telecoms begin price war

Chinanews, Feb 28 - The National Bureau of Statistics today released the
"Statistical Communiqu��of the People's Republic of China on the 2004
National Economic and Social Development" on its website.
According to preliminary calculations, China's gross domestic product
(GDP) in 2004 reached 13.6515 trillion yuan, up 9.5% over last year when
adjusted for inflation. Of this total, added value of primary industries
reached 2.0744 trillion yuan, up 6.3%; added value of secondary
industries was 7.2387 trillion yuan, up 11.1%; added value of tertiary
industries was 4.3384 trillion yuan, up 8.3%. The contribution rate of
primary and tertiary industries to the GDP were 9.2% and 29.0%, rising
5.2 percentage points and 2.8 percentage points over the previous year,
respectively.
Amongst the findings, China's overall consumer price index rose 3.9% from
the previous year. The service sector price index increased 2.3%. The
retail price of commodities was up 2.8%. The price of industrial products
increased 6.1%. Purchasing prices for raw materials, fuels and power shot
up 11.4%. The price of fixed asset investment gained 5.6% and the
production price of agricultural products soared 13.1%.
The number of new urban employees reached 9.8 million for the entire
year, easily surpassing the goal of 9 million. 5.10 million laid-off
workers were reemployed in 2004. And the urban unemployment rate inched
slightly downward to 4.2% at the end of 2004, a 0.1 percentage point
decline over the previous year.
By the end of 2004, the nation's foreign exchange reserves ballooned to
609.9 billion US dollars, up 206.7 billion from 2003. The RMB maintained
its stability; one US dollar equaled 8.2765 RMB at the end of 2004,
rising two basis points.Taxation revenue was 2.5718 trillion yuan
(excluding tariffs and agricultural taxes), up 25.7%, an increase of
525.6 billion yuan. Large-scale, national industrial enterprises earned
1.1342 trillion yuan, up 38.1%.

Feb. 27 - Iraqi security forces captured Sabawi Ibrahim al-Hassan, Saddam
Hussein's half brother and former adviser who was suspected of financing
insurgents after U.S. troops ousted the former dictator, the government
said Sunday.
Al-Hassan is No. 36 on the list of 55 most-wanted Iraqis released by U.S.
authorities after troops invaded Iraq in March 2003, and one of only 12
remaining at large. He is also suspected of financing insurgents in the
post-Saddam era, and Washington had put a million bounty on his head.
The government statement said al-Hassan had "killed and tortured Iraqi
people." It also said he had "participated effectively in planning,
supervising, and carrying out many terrorist acts in Iraq."
Two other half-brothers of Saddam, Barzan and Watban, have already been
detained at a US army-run jail near Baghdad and will be tried in the
coming months.

Shanghai ranks among world's top oil refining base

Chinanews, Shanghai, Feb. 22 (By Li Jiajia) - Shanghai Petrochemical
fully streamlined its operations with its 8 million-ton decompressor this
afternoon, and started to produce various grades of low-pressure wax oil.
The decompressor was built with a total investment of 388 million yuan.
To date, the annual crude oil refining capacity of Shanghai has jumped to
14 million tons, propelling Shanghai into the ranks of world-class oil
refining bases in one go.
As one of the single-unit decompressor with the highest capacity in
China, this new oil refining equipment of Shanghai Petrochemical
commenced construction on December 31 in 2003. It cost 388 million yuan
and was completed after one year. This equipment uses advanced
technologies, such as three-section distillation technology and
high-efficiency low-consumption equipment, which effectively reduces the
cost and reflects the principle of integration.
As competition in the global petrochemical market becomes fiercer, the
world's current oil refining industry has been moving towards building
large-scale oil refining equipment with good adaptability, expanding
processing scale and promoting competitiveness through implementing
large-scale production. The operation of the decompressor with an 8
million ton capacity has laid a solid foundation for Shanghai
Petrochemical to expand its oil refining scale and fully optimize the
technological procedures. It has also greatly improved the capacity of
Shanghai Petrochemical to adapt changes in crude oil varieties, thereby
making Shanghai Petrochemical rank as a world-class oil refining base.

Big "teapot" in Guiyang miniascape garden

On February 16th, a "Zi Sha teapot" sculpture, about one meter high, was
set up in the miniascape garden of Guiyang ("Zi Sha" refers to a special
ceramic material). The whole pot is purple and placed on a thick base
made of "ancient roots", while the mouth, cover and handle of the pot
look very real. Two big characters of "delicate fragrance" are carved in
the middle of the pot and a golden orchid in full bloom is painted in the
lower part of the pot. "Green tea" continuously pours out from the
sloping mouth of the pot, and pours into the big "cup". Many visitors
stop to admire the wonderful contraption.
